No - she is anonymous - she is in a public place - the photo is not "prurient" - there is no necessity under UK law to seek permission - street photography would be impossible if that were the case.
Not sure about UK law (although I've read about an expectation of privacy when performing normal daily activities), but in a number of countries, the publication of an image where a private person is the principal subject of the image is subject to their permission, even if the suject is in a public place. Civil, not criminal law applies,
the "subject" of the image is the "shadow" and its juxtaposition with the shop behind it - in the UK there is no "expectation of privacy" in a public place.
She will, I fear, never catch up to her shadow!
